The Education Department in Bihar has issued stringent guidelines for teachers. Dr. Siddharth, the Additional Chief Secretary, has written to all District Magistrates regarding the matter. The letter highlights that teachers visiting the headquarters are causing disruptions in departmental work. He emphasized that teachers should not need to go to the secretariat to address transfer-related complaints, as this impacts the functioning of the Education Department.
Dr. Siddharth stated that the Education Department has a workforce of ten lakh. If even a small percentage of this workforce comes to the state headquarters to address their issues, the numbers become significant. He stated in his letter that issues related to establishment within the districts are addressed at the district level by the District Establishment Committee, chaired by the District Magistrate, with appropriate action taken on a case-by-case basis.
Dr. Siddharth also clarified that teachers’ grievances should be registered online through the e-Shiksha Kosh portal. These complaints are being regularly addressed by nodal officers.
In his letter to the District Magistrates, Dr. Siddharth mentioned that a streamlined system is already in place within the Education Department. A structured website has been established to address teachers’ issues. Under this, teachers have the option to register their complaints on the e-Shiksha Kosh portal. Teachers employed under the state government can log in and register their complaints on this portal.
He added that all complaints from teachers are being reviewed by the District Education Officer, the Director of Primary Education, the Director of Secondary Education, the Director of Mid-Day Meal Scheme, and the Additional Chief Secretary of the Education Department. In this system, the District Education Officer is assigned the responsibility of resolving complaints and uploading a compliance report on the e-Shiksha Kosh. This allows the Public Grievance Cell of the Additional Chief Secretary to review compliance from time to time.
